Validation of the The ICT Authority Draft Strategic Plan(2019-23)

As Ali noted, the notice is too short, but trust electronic submissions
such as this one are acceptable.

Factoring 2019 is almost complete maybe it is a 2020-2024 policy plan?

Trying to go through the detailed document. Is there any commitment to
building up local IT firms?

Say, 100 IT firms (combined), annually, earning KES 100 Bln from national &
county govts by 2024?

Crooked firms cook data, hinder access to information, so more emphasis
needed on ethics.

Is there any commitment to blacklist firms involved in bribery?
