Introduction

The Digital Access Program (DAP) is a strategic initiative designed to enhance digital skills, promote digital inclusion, and build a sustainable and inclusive digital economy in Kenya. This program plays a crucial role in supporting Kenya’s digital transformation agenda by ensuring that the workforce is equipped with the necessary skills to thrive in the digital economy. In this context, the upcoming workshop will serve as an essential platform to update key stakeholders on the progress of DAP initiatives, provide insights into ongoing developments, and ensure that the Technical Working Group (TWG) is well-equipped to contribute effectively to future activities and initiatives.

Workshop Objectives

The workshop aims to update stakeholders on the progress of DAP initiatives in Kenya, align on key areas of development, and ensure the Technical Working Group (TWG) is equipped with the latest insights to participate effectively in future activities. The specific objectives of the workshop are as follows:

  1. Presentation on the Status of the Digital Skills Curriculum: This will include an update on the development of Kenya’s Digital Skills Curriculum and plans to launch it during the Connected Africa Summit 2025 to be held from 26th to 29th May, 2025 at The Diamond Leisure and Golf Resort, Diani, Kenya
  2. Update on AI Ecosystem and Institutional Strengthening: A status update on the AI governance frameworks, including the AI Statement of Principles, AI Strategy, AI Code of Practice, and AI Policy, UK-Kenya AI Challenge Fund 2025 and any ongoing development in the context of Kenya’s broader development goals.
  3. Review of the 23 Statutes and Data Governance: A presentation on the review of 23 statutes, plans for open data governance and strategy initiatives.
  4. Review of the Kenya Information Communication Act (KICA): A presentation on the status of the ongoing review of KICA, Data Governance and emerging technologies.

Statutes & Data Governance Review AFRALTI/VISCAR
  • Status of the ongoing review of the 23 statutes and regulations.
  • Identification of gaps and opportunities in the regulatory frameworks and opportunities for AI and data governance.
  • Proposals for targeted interventions to improve the statutes.
KICA & Open Data Governance Communications Authority, USAC
  • Update on the status of the KICA review process.
  • Discussion on the amendments to KICA as aligned to the recommendations by the IC&DE SWG report of 2024
  • Proposed next steps and immediate follow up actions with CA/USAC/relevant committees of the parliament.

Expected Outcomes

The expected outcomes of the workshop include:

  • An updated understanding of the current progress of the Digital Skills Curriculum, its launch in May 2025, review and development of training materials, capacity-building initiatives, and stakeholder engagement.
  • A comprehensive review of the AI governance documents, including the AI Statement of Principles, AI Strategy, AI Code of Practice, UK Kenya Challenge Fund 2025 and AI Policy.
  • Clarity on the next steps for reviewing the 23 statutes, the Open data governance frameworks and recommended way forward, 
  • Clarity and next steps for the review of the Kenya Information Communication Act (KICA) and.
  • Strengthened collaboration among key stakeholders and an enhanced roadmap for implementing all the components.
