on principles for digital development (Nine “living” guidelines designed to
help digital development practitioners integrate established best practices
into technology-enabled programs.) digitalprinciples.org/

There is a lot of information on best practices that can be used to come up
with a good digital ID system that will be both inclusive and enabling to
all as opposed to the current proposed huduma bill.
